The Tamil Nadu Registration Department is undergoing a significant transformation in the registration process, with a shift towards a more digital and paperless approach. The reforms will focus on making property transactions easier and less complex , on decreasing the amount of physical documentation required and on enhancing the way property registration services are provided. The changes are rolling out in stages during 2026-27, and will be a significant development for property buyers, sellers, property developers and borrowers throughout the state.
What has changed in Tamil Nadu property registration?
In the Tamil Nadu government’s efforts to move away from the physical and office-based registration system, the state’s government is scaling up its “Anywhere Registration” component of the STAR 3.0 digital registration platform, allowing more transactions related to acquisition of property to be processed without the presence of an individual. The system is digital, and the identity of the documents is also digitally authenticated, so that the documents can be signed and delivered electronically, which minimizes the need for eligible transactions to be carried out in Sub-Registrar Offices.
Mortgage registration goes online from September 15, 2026
The Tamil Nadu government introduced two presence-less registration of documents that are crucial to mortgage transactions from 15th of September, 2026, which are Memorandum of Deposit of Title Deeds (MODT) and Deed of Receipt by banks and financial institutions.
In the new system, these documents are registered electronically with the help of Project STAR 3.0 so that there is no need for the borrower and bank representatives to visit the Sub-Registrar Office for these registrations. All the registered documents are issued with the digital signature of the registering authority and QR-coded verification on every page, whereas the mortgage information should be included in the property’s Encumbrance Certificate (EC).

What does this mean for Home Loan Borrowers?
The major advantage to borrowers is that they will no longer need to go in person to the Sub-Registrar Office for eligible mortgage-related registrations. The documents are submitted electronically via the digital registration system and the registered documents and related certificates are made available digitally by the banks and financial institutions. This can help to minimize paperwork, physical visits and processing delays at the time of a property mortgage.
The mortgage entry also has to be noted in the property Encumbrance Certificate (EC). This establishes a clearer digital footprint of the property’s current title burdens such as existing mortgages, which is significant from the perspective of financial institutions determining whether a property is already burdened with another charge.
New Rules for Family Property Documents From October 15
The second step of the reform will address settlement, release of settlement deeds, partition and revocation of settlement deeds. From October 15, 2026, these documents will have to be registered through Tamil Nadu’s paperless registration system. They are highly relevant to family property transactions, and the initiative will enable the digitalization of approximately 5.4 lakh such transactions every year.
The change will reduce reliance on paper-based documentation and simplify the registration process via the state’s online system. It’s part of the larger plan for paperless and presenceless property registration in Tamil Nadu by different types of transactions.
First Sale of Plots and Flats already shifted online
The first batch of the Tamil Nadu Anywhere Registration system was implemented on August 17, 2026, and from then on, it will be obligatory to register online, without being present. From August 17, 2026, the first sale of approved layouts and apartments will be online, without requiring physical presence for registration through the Anywhere Registration system. The builders and developers must register the documents on the Registration Department’s website rather than the traditional registration method.
In the system, the buyer, the seller and witnesses do biometric authentication using Aadhaar and the document is digitally signed by the Sub-Registrar and made available in the online account of the user. Applications must be received within 24 hours and documents which need corrections may be resubmitted within 30 days. There are also QR codes on each page of the digital documents and a dynamic five-colour security endorsement to assist in ensuring the authenticity of the digital documents.
Technology Upgrades to strengthen fraud prevention
Tamil Nadu is also introducing technology-based checks for securing property registration. The Registration Department will seamlessly integrate the HR&CE Department and Waqf Board with its STAR system by APIs, and update details of properties prohibited for registration. It will also include real-time verification of death and legal-heir certificates to allow for verification of certificate details with the relevant authorities when registering, instead of relying on the certificate being submitted.
With IIT-Madras as the technical consultant, the department is further enhancing STAR 2.0/3.0 and also intends to set up a Data Analytics Cell at the office of the Inspector General of Registration with an estimated cost of ₹1.50 crore.
Conclusion
Tamil Nadu is making steady progress towards paperless property registration, and a system that is presenceless. Mortgage documents and other property transactions are moving online in stages, meaning reforms to change the way registrations, verification and related services are handled throughout the state.
