The state government has approved a massive investment programme towards infrastructure and development in Assam for the next five years valued at ₹50,000 crore. The project is designed to have a significant impact on the state’s economic growth, with the hope of creating new opportunities and enhancing the quality of life for residents.
What is Viksit Assam?
Infra Vision is Assam government’s development programme for creation of large scale infrastructure in the state for five years. The project is aimed to enhance public service provision, connectivity and contribute to the overall economic development of Assam. Under the programme, the government plans to mobilise ₹50,000 crore for capital-intensive projects across multiple sectors.
It does not only focus on the roadways and the physical infrastructure, but also on health care, education, power, flood control, and women’s amenities and industrial development. The government also hopes to invest it to foster a better climate for business and future private investment in the state.
The ₹50,000-crore programme fund is being raised from Assam’s own resources, NABARD fund and schemes of the Central government. Out of this, the state’s revenue resources are expected to contribute around ₹20,000 crore and the remaining ₹30,000 crore is expected to be raised through NABARD over seven years. This funding mechanism should be used to fund the programme’s projects that involve significant capital expenditure.
Goalpara solar and battery storage project
The Assam Cabinet has approved a 30 MW solar power project of which 25 MW is Battery Energy Storage System (BESS) to be installed at Rakhyasini Jungle Block in the Matia Revenue Circle of Goalpara district. The project will be a solar generation and storage scheme with solar generation in the daytime when sunlight is abundant, stored and made available during the night or when solar generation is reduced.
The project has been reported to require around 500 bighas of land converting into roughly 0.33 acre per bigha, 500 bighas would work out to approximately 165 acres. The 30 MW solar plant will provide the renewable generation capacity, while the 25 MW/100 MWh BESS will provide four hours of storage at its rated 25 MW discharge capacity. In simple terms, the battery could theoretically deliver 25 MW for four hours, or store enough electricity to provide different combinations of power and duration depending on how it is operated. This storage component is particularly important because solar generation is limited to daylight hours. Rakhyasini Jungle Block, is in Matia subdivision of Goalpara. The wider village area covers about 411.44 hectares, or roughly 1,017 acres.

Other sectors set to benefit
Beyond clean energy, the wider ₹50,000-crore Viksit Assam programme covers healthcare, education, roads, power, flood protection, industrial development and women-focused infrastructure. Around ₹700 crore is planned for upgrading nearly 1,000 high schools, while ₹600 crore has been approved for a Proton Beam Therapy Centre at GMCH. The programme also includes 6,000 Anganwadi centres, road and power-network improvements, anti-flood embankments, women’s markets and hostels, and industrial estates across 1,174 bighas of land. Separately, projects such as the ₹155.98-crore Hawaipur railway overbridge and bypass and ₹300-crore Fermbox Bio project add to the state’s broader infrastructure and industrial development push.
